Your management dictate a star's career path. The PR people are just the hired middle wo/men that impliment strageties set up by management.
Management has to contact a PR company and liaise. It's your mgmt team that ultimately shapes your destiny and PR just does their bidding.

I'm sort of neutral on everything Jake these days. I used to be a regular here, lived through all the Cantara rubbish and fighting, bearding, colluding, it was awful but fascinating at the same time.
I think Jake might be enjoying life a bit more now he's under the radar more and not the focus of attention-grabbing headlines? The pressure is off him now and the work he gets is probably a bit more inspiring and offbeat. Also he's older, and probably wiser.

So are you saying he definitely has 2 management teams?
On anoter note, if Jake was making decisions for himself he wouldn't hire a management team but stars do need them so he probably still needs support. They take onboard a lot of time-consuming things the star would be bogged down with otherwise.
At the level/stage Jake is now as a 30+ established star I'd be expecting him to have more input but roll back a few year when he was much younger and in the spotlight (being pushed as the next big thing) I would say his management team most likely implemented a lot of that staged PR (perhaps per his instruction) but they'd also probably be the ones to encourage a very straight image. Then they would go to the PR team and say 'do this, A, B, C' as per our client's request.
It's a game of liaison between teams. PR cannot willy-nilly act as the please with a star's image without consultation as it might deviate away from what he/his management might want.
What I am basically trying to say is buck stops at management/the star.

Jake is just like any other Hollywood actor - needs people who look for new projects and opportunities for him, and look after his PR.
Decisions are only Jake's: he is the one who'll decide to work on some project or not, he is the one who decides what his PR team will do.
I don't think Jake has a management team right now. He parted ways with 360 last year, I haven't heard about a new team. Also, his PR reps seem only to be around when he's promoting movies.

I could see one or two. But not a Jolie-Pitt type setup because there's just no way it could be hidden. For one thing, any entourage would spill the beans for enough money by constant reporter and papparazzi attention.
Having kid via surrogate takes time. You can make a mistake once, but not likely that Jake and Austin were together long enough to think that baby #2 would be a good idea.
